Repair / Reconstruction of Submerged Dam in Haor

Under non-development revenue budget of 2019-20 financial year, among 02 districts under the jurisdiction of Sylhet O&M Circle, BWDB, Sylhet, in submerged dam reconstruction/reconstruction/breach-closing/ alternative dam construction work implementation, around 337.841 km under Sunamganj division-1 and 290.688 km under Sunamganj division-2 in a total of 37 haors and other haor sub-projects in Sunamganj district totaling 628.529 km submerged dam reconstruction/reconstruction work is going on under the management of BWDB, including District and Upazila Administration following the Amended Kabita Policies-2017 (সংশোধিত কাবিটা নীতিমালা-২০১৭) compiled by Ministry of Water Resources, People’s Republic of Bangladesh Government.Among them, 336.641 km work under Sunamganj O&M Division-1 and 290.6 km under Sunamganj O&M Division-2 have been implemented. Breach closing/closure work of the submerged dam has been completed at 135 places (7.620 km in length) of Haor in Sunamganj district. 5.00 km. restructuring work of submerged dam has also been completed in Sylhet district.

It may be mentioned that for the repair and closure of 532.393 km long dam in 48 haors in Sunamganj, programs and activities have been undertaken through 724 PICs (Project Implementation Committees) in 11 upazilas in the financial year 2021-22.By March 10, 2022, all the PIC earth-works have been completed and construction works of  130 closures have also been completed fully.

Haor crop protection:

In Sylhet and Sunamganj district, district administration, Upazila administration, local people's representatives, and actual beneficiaries have been involved in scheme-based repairing and restructuring submerged dams in haor every year through PIC. Acquired. Haor farmers are able to harvest Boro crops at home without any hindrance and the quality of livelihood has improved tremendously.

River Protection and Dredging Work:

The Bangladesh Water Development Board has been working on riverbank protection and river excavation / re-excavation in the affected areas to increase the navigability of rivers, reduce the incidence of floods in coastal villages and reduce the risk of river erosion by removing awake submerged chars.
In continuation of this, in the financial year 2019-20, 0.248 km under Sunamganj O&M Division-1, 0.500 km under Sunamganj O&M Division-2, and 0.360 km under Sylhet O&M Division river bank protection work is done. 1.00 km river re-excavation work by dredger in Sunamganj district (Partial) and 4.00 km river re-excavation work by dredger has been implemented under Sunamganj O&M Division-1 through excavators. Besides, re-excavation work of 33.50 km canal was completed in Sunamganj district.

Until the 2nd quarter of 2021-22 financial year, 28.50 km river re-excavation and 0.150 km river bank conservation work have been implemented. 3.345 km in Sunamganj district river excavation / re-excavation and 3.00 km. (Partial) excavation work has been implemented.

In addition, 

  • In irrigation activities including flood control and drainage system of the project, areas have been strengthened by repairing flood control dams and other infrastructures of the completed projects under the allocation received from the general repair grant sanction of the revenue budget.
  • Improvement of drainage system through river dredging and digging of canals has resulted in an increase in crop production of haor as well as massive development of haor fishery resources and local shipping system.
  • The built-in compartmental dyke, on the one hand, has played a role in the development of drainage and irrigation systems by dividing the haor into separate compartments, and on the other hand, it has been used as a road to reach the destination after cutting harvest and has helped in developing local communication systems. The compartmental dyke is also being used as a means of communication by the farmers in supplying agricultural inputs to the haor. The implementation of river dredging has increased the navigability of Sunamganj district and reduced the risk of early floods.
  • “River / Canal re-excavation work is being implemented in 2 districts under this circle under the project titled "Small-river, canal, and reservoir re-excavation project within 64 districts (Phase 1)". The completion of the project will increase the navigability of rivers/canals, thereby reducing the risk of flooding; water conservation in the dry season will facilitate agriculture and irrigation.

  • Bangladesh Water Development Board by planting different species of fruit and forest trees in dam slopes, canal banks, and BEDB's own place has been playing a vital role in maintaining the balance of the environment and surroundings, ensuring the sustainability of structures, meeting the need of fruits and forests of humankind and afforestation & greening.
